A decade of local autonomy in South Korea, since it was restored in 1991 after 30 years of suspension, offered a unique case to assess the impacts of the globalization and national political development on the decentralization and performance of the local political/administrative institutions in meeting the needs and demands of the local populace. South Koreas experience of local governance in the past years also provides a potentially rich source of data and comparative analysis, as its achievement and challenges would be of great relevance to other fellow East Asian countries, all of which are similarly being pressed for more democracy at the top and better governance at the grass-roots level. The purpose of this book is to provide a comprehensive review of a decade of experience in local governance in South Korea and to assess the process and impact of decentralization and new local governance in a broader comparative perspective. We planed to include chapters dealing with issues in reform and democratic participation in local level government in both more developed democracies and less democratized nations. As a way of developing a comparative picture of the reforms in different types of government, four East Asian county chapters were initially envisioned. They were Japan, Philippines, Thailand, and China. However, the Thai chapter had to be dropped in consideration of the quality and lack of comparative relevance.



이 책은 2002년에 서울대학교 사회과학연구원 부설 한국정치연구소와 서울대학교 행정대학원 한국행정연구소가 공동 주최한 아시아의 지방자치 개혁에 대한 비교연구 국제회의에 제출된 논문들을 수정, 증보한 것으로 서울대학교 교수들 논문 7편, 외국인 교수들 논문 5편 및 기타 국내 타 전문 학자의 논문 2편으로 구성되어 있으며, 발전된 아시아의 지방정치 개혁의 과정 및 모습들을 연구한 결과들이다.
또한 관련분야에서 한국뿐만 아니라 일본, 중국, 필리핀 등에서 최고 전문가들이 집필한 것으로 그 연구 내용이 충실하며 가장 최근의 연구 경향과 자료들을 망라하고 있다.
최근 아시아 지역 내외에서 지방정치와 자치제도 개혁에 관한 연구관심이 증대하고 있는바, 이 책은 지방정치에 대한 해외의 관련 연구자들과 국내외 연구자들, 대학원 학생 및 학부과정에서 참고서지로 유용하게 활용될 것으로 기대된다.
